The Secretary may give grants to Indian tribes, tribal organizations, and urban Indian organizations to create and run full behavioral health programs for Indian women of any age. These programs must cover prevention, early help, treatment, and relapse prevention and must meet cultural, historical, social, and child-care needs. Grants can fund community training and education (including fetal alcohol spectrum disorders), counseling, advocacy, family support, and prevention or intervention models that use traditional care, cultural values, and family involvement. The Secretary will work with tribes to set rules for reviewing applications, and 20 percent of the funds must go to urban Indian organizations.
