Within one year after March 23, 2010, the Secretary, through the Service, can provide at least one inpatient mental health facility or an equivalent in each Service area for Indians with behavioral health problems. California counts as two Service areas (northern California and the rest), and the Secretary must consider converting underused Service hospital beds into psychiatric units.
