The Secretary, through the Service, can create and run programs to bring new community-based behavioral health services to Indian communities and may give grants to tribes or tribal organizations for those projects. Grants should meet six main criteria: address big unmet behavioral health needs, serve many people, be efficient, have local administrative and financial ability, respect traditional health practices, and avoid duplicating other services. The Secretary must use the same review rules as for other similar funding.
