2008—Pub. L. 110–315 substituted “such sums as may be necessary for fiscal year 2009” for “$2,000,000 for fiscal year 1999” and “five succeeding” for “4 succeeding”. 1998—Pub. L. 105–244 substituted “1999” for “1993”. 1992—Pub. L. 102–325 amended section generally, substituting provisions authorizing appropriations for fiscal years 1993 to 1997 for provisions authorizing appropriations for fiscal years 1991 to 1996.
