Title 25 › Chapter 22— BUREAU OF INDIAN AFFAIRS PROGRAMS › § 2003
Part 32 of title 25 of the Code of Federal Regulations as it was on January 1, 1987 is made part of this law and must be treated as if it were written into it. Only an Act of Congress can change those rules. If those rules clash with this law or with any statute passed before November 1, 1978, then this law and those older statutes control. The word "regulation" here means any rule, guideline, interpretation, order, or general requirement issued by an officer or employee of the executive branch.
