The Chairman must hire a General Counsel and pay that person at the annual GS–18 basic pay rate under section 5332 of title 5. The Chairman also hires and supervises other Commission staff and does not have to follow the normal federal competitive hiring rules or the classification and General Schedule pay rules in chapter 51 and subchapter III of chapter 53 of title 5. No one so hired may be paid more than the GS–17 annual basic pay rate under section 5332 of title 5. The Chairman may hire temporary or intermittent workers under section 3109(b) of title 5, but their pay cannot exceed the daily equivalent of the maximum GS–18 annual rate. If the Chairman asks, heads of other federal agencies must temporarily assign their employees to help the Commission unless a law forbids it. The Secretary or Administrator of General Services must give the Commission requested administrative support services, and the Commission must pay for those services.
