The Secretary must review the program during calendar year 2011. The review must check four things: what housing was built, bought, or fixed; how that housing affected low-income families’ housing costs; how well each recipient met goals in its Indian housing plan; and whether the program should be extended or allowed to use more grant money under section 4111. By December 31, 2011, the Secretary must send Congress a report with findings and recommendations. The report must say whether to extend the program and increase amounts under section 4145a(c). It must also name tribes or recipients that should be barred for failing to meet results and for how long, or set standards and procedures for such bans. Recipients must provide the Secretary any requested information, in enough detail and on time.
