Recipients must use contracts with owners and other tools to make sure program rules are followed over the long term. They must provide ways for grant makers, recipients, and intended beneficiaries to enforce the rules and to fix violations. At least once a year, recipients must review the activities and inspect housing on site as needed. They must put the review results in their performance report, send that report to the Secretary, and make it public. The Secretary must create performance measures to check compliance.
