Each fiscal year, when money is available, the Secretary must give a grant to the Department of Hawaiian Home Lands to support affordable housing for Native Hawaiian families who can live on the Hawaiian Home Lands. The Department’s Director must send a housing plan for that year. The Secretary must find, under section 4224, that the plan meets the rules in section 4223. The Secretary can partly waive those plan rules if the Department could not meet them because of circumstances beyond its control. Grant money must be used only for affordable housing activities that match the approved plan. The Secretary will allow the Department to use a set percentage of the grant for reasonable administrative and planning costs, such as staff salaries and the cost of preparing the housing plan. The Director must try to get private groups, both nonprofit and for-profit, to help carry out the approved plan.
