To get grant money under this program, the Director must write rules about rents and homebuyer payments for homes helped by the grants and explain how those amounts are decided. If a family is low-income, their monthly rent or homebuyer payment cannot be more than 30 percent of their monthly adjusted income. The Director must also set aside and use some grant funds to keep the housing maintained and running under section 4229. That does not stop the Director or funded groups from demolishing or disposing of housing if allowed by the Secretary’s rules. The Director must require adequate insurance and create written policies for who can apply, how families are admitted and housed, and how the housing is managed and maintained.
