Requires the Director to use binding contracts with property owners or authorized groups to keep housing programs following the rules over the long term. Those contracts must, as allowed by federal and state law, let the Department and the Secretary enforce the rules and include remedies or penalties if the rules are broken. At least once a year, the Director must review the housing and do on-site inspections to check compliance. The Director must put the findings in a performance report for the Secretary and make them public. The Secretary must set performance measures needed to check compliance.
