§4238 Monitoring of Compliance

Summary

Require the Director to use binding contracts with owners or other authorized groups so the program rules keep being followed over the long term. Those contracts must let the Department and the Secretary enforce the rules when federal or state law allows, and must include remedies, like fixes or penalties, if someone breaks the agreement. The Director must check the program at least once a year, including visiting housing in person, to see if rules are being followed. The findings must go into a performance report sent to the Secretary and be shared with the public. The Secretary must create performance measures to judge compliance.
