Title 25 › Chapter 44— NATIVE AMERICAN BUSINESS DEVELOPMENT, TRADE PROMOTION, AND TOURISM › § 4303
Creates an Office of Native American Business Development inside the Secretary’s office. A Director, picked by the Secretary, will lead the Office and be paid up to Level V of the Executive Schedule (5 U.S.C. 5316). The Secretary, through the Director, must coordinate federal programs that give financial and technical help to eligible entities to grow businesses, expand trade, and boost economic development on Indian lands. The Office will work with other agencies like the Department of the Interior, the Small Business Administration, and the Department of Labor. It will run or coordinate services such as legal, accounting, and financial help; market surveys; promotional materials; funding business seminars; marketing support; trade fair participation; and other market-development activities the Secretary and Director approve. Priority goes to projects that give the most benefit to Indians and help create long-term stable tribal economies. The Office cannot fund activities related to operating gaming on Indian lands under the Indian Gaming Regulatory Act. The Director will advise the Secretary on the government’s trust and legal relationship with Indian Tribes and act as the main contact for Tribes about Commerce policies and doing business on Indian lands. The Director must make sure all Commerce offices coordinate and consult with Tribes. Up to $2,000,000 may be appropriated each fiscal year to carry out this work.
