Before a required permit is granted, the Secretary can ask for a bond. The Secretary decides the bond's type and amount. The bond is meant to make sure the permit holder follows the permit rules and the law. No bond is needed for permits given to the United States, any federal agency, any state or local government, or the District of Columbia.
