Before starting to make vinegar by the vaporizing process, you must apply to the Secretary to register your plant and get permission to operate. The Secretary will only approve the application after you meet all laws and the rules the Secretary makes. If you change the business later, the Secretary may let you file a written notice or may require a new application. The application must identify you, give the plant’s location and size, describe the operations, and show the operations will follow the law.
