Breaking, damaging, or tampering with a lock or seal placed by an internal revenue officer or a distilled spirits plant proprietor on any room, building, tank, vessel, or apparatus is a crime. So is opening one or getting at the contents without the proper officer present or without legal authority. The punishment is a fine of up to $5,000, up to 3 years in prison, or both.
