Importers must show, under rules set by the Secretary, that a firearm is allowed into the United States or its territories. It is allowed only if it is for use by the U.S. or a state or local government, for scientific or research purposes, or only for testing or as a model/sample by a registered manufacturer, importer, or dealer.
