After each presidential election the Commission must send Congress a full report. The report must list: the qualified campaign costs paid by each party’s candidates and their committees (with whatever detail the Commission thinks is needed); the amounts the Commission approved for payment to eligible candidates under section 9005; and any amounts candidates must pay under section 9007, with the reasons for each required payment. The Commission may make rules, run extra audits and investigations, and require books and records it needs to do its job. Before making a rule it must send both the Senate and the House a written proposal and explanation. If neither House disapproves within 30 legislative days, the Commission may adopt the rule. “Legislative days” exclude days when both Houses are not in session. A “rule or regulation” means one single separable rule.
