After each presidential election, the Federal Election Commission must give Congress a full report on the public funding program for presidential campaigns. The report covers what each party's candidates spent on qualified campaign expenses, how much public money the Commission certified for each eligible candidate, and any money candidates had to pay back, with the reasons. The Commission can write rules, run audits and investigations, and require campaigns to keep and turn over records. Before any rule takes effect, the Commission must send it to the House and Senate with a detailed explanation. If neither chamber disapproves it within 30 legislative days, the rule can go forward; if either chamber disapproves, the Commission cannot adopt it.
