A U.S. court can order a U.S. citizen or resident who is in another country to come and testify before the court or a person the court names, or to hand over specific documents or things, if the court decides that their testimony or the items are needed for justice. In cases that are not criminal, the court must also find that the testimony can’t be properly gotten in another legal way or the items can’t be obtained any other way. The subpoena must say when and where to appear or deliver the items. It must be served under the Federal Rules of Civil Procedure for people in foreign countries. The person who serves the subpoena must give the witness an estimate of travel and attendance costs, which the court sets and puts in the order.
