If the chief judge does not make an order under section 352(b), the chief judge must quickly form a special committee to look into the complaint. The chief judge must appoint themself and equal numbers of circuit and district judges, give each member the complaint and any related papers, and tell in writing both the person who complained and the judge accused what action was taken. A judge can keep serving on the committee after becoming a senior judge or, for the chief judge, after their term ends under section 45. If a committee member dies or retires under section 371(a), the chief judge may name a replacement. The committee must investigate as fully as needed and quickly send a detailed written report of its findings and recommended actions to the circuit’s judicial council.
