When an independent counsel is handling a matter or has taken a matter under section 594(e), the Department of Justice, the Attorney General, and other DOJ staff must stop investigating or pursuing that matter. They may keep going only if section 594(d)(1) requires it or the independent counsel agrees in writing. The Attorney General or the Solicitor General may still file friend-of-the-court briefs on legal questions in cases where an independent counsel is involved or in appeals of those cases.
