The Secretary must make the rules needed to carry out the law, work with regional, state, and local agencies and with employers, unions, and job agencies to provide help, and carry out investigations, inspections, and require records to manage the program. For any hearing or investigation, the Secretary has the powers listed in sections 49 and 50 of Title 15.
