The Commission must study family and temporary medical leave policies. It must look at current and proposed mandatory and voluntary programs, including those from employers not covered by this law. The study must cover costs and benefits, effects on productivity, job creation, and business growth, differences by business type and size, effects on other employee benefits, possible State enforcement for employees in section 2618(a), ways employers cut administrative costs, whether employers can recover premiums under section 2614(c)(2), and effects of temporary wage replacement. Within 2 years after the Commission first meets, it must send a report on these topics to the appropriate Committees of Congress.
