State assistive technology program means a program authorized under section 3003. Targeted individuals and entities include people with disabilities and their families, underrepresented groups, workers and providers who serve them, educators, tech experts, health and rehab professionals, employers, device makers, community programs, and other relevant public and private entities. Underrepresented population means groups often left out of services, like low-incidence disabilities, racial and ethnic minorities, low-income or homeless people, foster children, people with limited English, those leaving institutions, youth entering adulthood, older adults, and rural residents. Universal design means making products and services usable by the widest range of people, either directly or by working with assistive technologies.
