Local workforce boards must give grants or contracts for youth job and training services through a competitive process. They must pick providers using the state plan’s rules, including any quality standards the Governor sets for programs that lead to a recognized postsecondary credential. Boards must also consider whether providers can meet the youth program’s performance measures and must watch over the providers they fund. A local board may skip competition and award a sole-source contract if it finds too few eligible providers in the area (for example, in a rural area).
