The Secretary must base all State allotments and grants to outlying areas on the latest data the Secretary accepts. Data about disadvantaged adults and disadvantaged youth must use the most recent acceptable Census Bureau numbers. When funds are being allotted, the Secretary must publish the proposed amount for each recipient in the Federal Register in a timely way. Money required under sections 3162 or 3172 must be allotted within 45 days after the law that provides the money is enacted, unless the money was pre‑appropriated under section 3249(g); then it must be allotted or allocated by March 31 before the program year. If the Secretary uses a formula under discretionary distribution, the formula, the reason for it, and proposed amounts must be published for comment at least 30 days before allotting, and final amounts published after considering comments. Funds under sections 3163 and 3173 must reach a local area no later than 30 days after the Governor gets the funds under 3162 or 3172, or 7 days after the local plan is approved, whichever is later.
