Requires eligible agencies that get a grant under section 3291(b) to spend the money in set ways. At least 82.5% must fund local grants and program services under sections 3321 and 3305, but no more than 20% of that 82.5% can be used for the activities under section 3305. No more than 12.5% may pay for state leadership work under section 3303. Administrative costs are capped at 5% of the grant or $85,000, whichever is greater. To receive the grant, the agency must also add non‑Federal funds. Agencies serving outlying areas must provide 12% of the total adult education spending (the Secretary may lower this). Agencies serving States must provide 25% of the total. The match can be cash or in‑kind, must be fairly valued, and must be non‑Federal money used for adult education consistent with the program.
