A labor organization must file its first report required under section 431(a) within 90 days after it first becomes covered by the law. Anyone who must file reports under sections 431(b), 432, 433(a), the second sentence of 433(b), or 441 must file each annual report within 90 days after the end of its fiscal year. If that person was covered for only part of a fiscal year—for example because September 14, 1959 falls in that year or because it only became covered partway through the year—it may treat that part-year as the whole fiscal year when filing the report.
