The Chairperson may hire and fire an Executive Director to help the National Council without following the usual federal hiring, firing, pay, or appeal rules in title 5. That Executive Director must have experience with planning or running programs for people with disabilities and can hire technical and professional staff. The Council can buy temporary or intermittent services under the authority of section 3109(b) of title 5, but pay for those individuals cannot exceed the daily equivalent of the rate for Level 4 of the Senior Executive Service Schedule under section 5382 of title 5. The Council may accept unpaid volunteers even if section 1342 of title 31 would otherwise limit that, may receive and use gifts or bequests in its own name, and may make contracts or agreements with federal or state agencies, private firms, schools, or people to do research, surveys, reports, and other needed work. No more than 10 percent of the Council’s available funds each year may be used for official receptions and representation. The Administrator of General Services must provide administrative support services the Council asks for, and the Council must reimburse those costs. The Secretary of the Treasury must invest any Council funds not needed for current withdrawals in interest-bearing U.S. obligations or obligations fully guaranteed by the United States. The invested amounts, plus any interest and proceeds from their sale or redemption, are available for the Council to use.
