Within 60 days after July 22, 2014, the Secretary of Labor must create an Advisory Committee on Increasing Competitive Integrated Employment for Individuals with Disabilities. The committee includes several Labor officials and leaders from other federal agencies, plus appointed representatives from groups like self-advocates, service providers, national disability advocacy organizations, researchers on employment and wages, employers, and others with relevant expertise. Vacancies do not stop the committee from working and must be filled the same way they were first appointed. The committee picks a chair from its members and must meet when the chair calls it, but at least 8 times. It studies ways to increase competitive integrated jobs for people with intellectual or developmental disabilities and others with significant disabilities, looks at the use of the certificate program under section 214(c), and recommends how to improve oversight of those certificates. Members are not paid, but can get travel and per diem at the federal employee rates (under subchapter I of chapter 57 of title 5). The Secretary may accept unpaid volunteer service despite section 1342 of title 31, provide staff, allow federal employees to be detailed without losing status, and give needed equipment and supplies. The committee must send an interim report to the Secretary and to Congress within 1 year of its start and a final report within 2 years. The committee ends the day after it files the final report.
