Defines three key terms used in this part: "Administrator," "center for independent living," and "consumer control." Administrator means the head of the Administration for Community Living at the U.S. Department of Health and Human Services. Center for independent living means a local, nonresidential nonprofit run by people with disabilities that serves individuals with significant disabilities of any age or income and provides a range of independent-living services, including at least the core services listed in section 705(17). Consumer control means the center gives people with disabilities authority over its management, staff, decisions, operations, and services.
