Requires a State to write and get federal approval for a single plan to get money for independent living services. The plan must be made together by the chair of the Statewide Independent Living Council and the directors of the State’s centers for independent living, after asking people with disabilities and others for input. The plan must be signed by the Council chair, the State agency the plan names to run the program, and at least 51 percent of the center directors. The State must send the plan to the federal agency 90 days before the old plan ends. If the State does not send an approved plan, the federal agency can stop payments. The plan must be reviewed and updated at least once every 3 years. It must set clear goals and timetables, explain how services will reach people across the State, and describe how a statewide network of centers will be built to meet required standards. The plan must name one State entity to handle the money, keep records, give administrative support for certain programs, and provide information the federal agency asks for. That entity may keep no more than 5 percent of the State’s yearly funds to cover those duties. The plan must promise that services are given to people with significant disabilities under a written independent living plan agreed to by the person and staff (unless the person signs a waiver). The plan must also cover coordination with other programs to avoid duplication, efforts to reach unserved and underserved groups (including minorities and rural and urban areas), steps to improve cooperation among the Council, centers, the State entity, and other agencies, public hearings when making or reviewing the plan, recordkeeping and audits, job hiring rules for qualified people with disabilities, notice about the client assistance program, and regular evaluation including satisfaction by people with disabilities.
