§107 Domestic Policy Staff and Office of Administration; Personnel

Summary

Gives the President the power to hire and set pay for staff for the Domestic Policy Staff. He can appoint up to 6 people paid at or below the Level III Executive Schedule rate (see section 5314 of title 5), 18 people paid at or below the top GS‑18 General Schedule rate (see section 5332 of title 5), and any number of other employees paid up to the minimum GS‑16 General Schedule rate (see section 5332 of title 5). He can also hire temporary or intermittent experts and consultants under 5 U.S.C. 3109(b) and pay them up to the daily equivalent of the Level III Executive Schedule rate. For the Office of Administration, the President can appoint and set pay for up to 5 people at or below the Level III Executive Schedule rate and 5 people at or below the top GS‑18 rate. He may hire temporary or intermittent experts and consultants under 5 U.S.C. 3109(b) at daily pay up to the daily equivalent of the GS‑18 maximum. He can also hire other staff under 5 U.S.C. 3101, subject to the limit in section 114. Each year Congress may provide whatever funds are needed for the official expenses of both offices.
