Election day is the Tuesday after the first Monday in November, every four years. If a State that appoints electors by popular vote, under a state law passed before that day, changes its voting period because of an extraordinary, catastrophic event, that changed period counts as election day. State includes the District of Columbia. Executive means the Governor (or DC’s Mayor), unless a State’s law or constitution in effect on election day names a different official to do these duties.
