The Secretary, acting through the U.S. Bureau of Mines, can acquire land and property rights, accept gifts of real or personal property, and use unpaid volunteer services at the laboratory. The Secretary must also cooperate with other federal agencies, state and local governments, businesses, universities, scientific groups, and individuals on terms he sets.
