The Secretary may make cooperative agreements with a State or an Indian tribe to share oil and gas royalty records and to help with inspections, audits, investigations, and enforcement work. This does not include collecting royalties, civil or criminal penalties, or other payments. The Secretary must not make an agreement with a State for work on Indian lands unless the Indian tribe agrees. Except as provided in section 1733, under a cooperative agreement a State can ask for all royalty accounting records the Secretary has for federal leases in that State, and an Indian tribe can ask for all such records for its Indian lands. Agreements must follow chapter 63 of title 31 and include terms the Secretary finds proper, including limiting federal funds to costs directly needed for the agreed work.
