Title 30 › Chapter 13— CONTROL OF COAL-MINE FIRES › § 556
The Secretary of the Interior can hire people and make contracts to get temporary, part-time, or emergency help how they think is needed, even if normal civil service rules do not apply. The Secretary can rent or hire work animals, animal-drawn or motor vehicles, and equipment at rates the Secretary approves. The Secretary can also hire engineers or firms to do surveys, investigations, or control and extinguishment work, buy or otherwise acquire land or land rights when needed, and repair or replace private property damaged during these operations. The Secretary may accept money or property as gifts, bequests, or contributions to use for these activities and work with federal, state, or private partners. Any money received must go into the U.S. Treasury as an available trust fund, be paid out by the Secretary of the Treasury after the Secretary of the Interior certifies it, and stay available until it is spent for the purpose given.
