The Secretary may require sealed, ventilated rescue chambers in coal mines at safe spots for people to use in emergencies. They must have emergency supplies, breathing equipment, an independent surface communication, space to wait, and any other required gear. Operators must submit a plan to build, maintain, update the chambers and train miners, and get the Secretary’s approval.
