Even if other rules say otherwise, claims for benefits filed from July 1, 1973 to December 31, 1973 must be handled so people keep getting payments when the program moves to a State workmen’s compensation agency or the Secretary of Labor. The Secretary of Labor will decide those claims and will pay benefits when allowed under this part or section 9501(d) of title 26. The Secretary must tell any operator who might owe benefits for months after December 31, 1973. The Secretary should, when appropriate, use the steps in subsections (b), (c), and (d) of section 919 of title 33. An operator notified is bound by the Secretary’s decision as if the claim had been filed under part C and section 932 applied, but no operator must pay for any month before January 1, 1974. The Secretary of Labor may make any rules needed to carry out these requirements.
