Federal money usually cannot be used to put telephones in private homes or to pay phone tolls or service there. There are a few exceptions. Under rules from the Secretary of State, funds can pay for phones in U.S. government-owned or leased homes abroad for the Foreign Service. Under Army rules, with the Chief of Engineers’ recommendation, up to $30,000 each fiscal year may be spent for phones in private homes needed for locks-and-dams work. Under Defense rules, Defense funds may install, repair, and maintain phone wiring in government homes and, if needed for national defense, in other private homes.
