Title 31 › Subtitle SUBTITLE III— FINANCIAL MANAGEMENT › Chapter 33— DEPOSITING, KEEPING, AND PAYING MONEY › Subchapter II— PAYMENTS › § 3335
Heads of executive agencies (except the Tennessee Valley Authority) must, under rules the Treasury Secretary makes, make sure federal payments are sent on time by cash, check, electronic transfer, or other methods the Secretary names. If an agency does not follow this, the Treasury Secretary can charge the agency an amount equal to the cost the delay caused to the Treasury's general fund. The money from any charge goes into the Treasury as miscellaneous receipts. As much as possible, agencies must pay the charge from money set aside for their operations and not from funds meant for their programs.
