Agencies must check and audit their accounts before sending them to the Comptroller General. The agency leader must make rules for the audit and pick where it happens. A person who pays bills cannot audit the same bills they handled. With the Comptroller General’s OK, the agency leader can skip parts of an audit. Agencies may use statistical sampling to check vouchers if it saves money. The Comptroller General can set a maximum voucher amount for sampling and will check that the sampling method works. If an official follows the sampling rules in good faith and then carries out debt-collection steps the Comptroller General requires, that official is not personally liable for payments not checked one-by-one. Sampling does not change who is responsible for wrong payments or remove duty to collect money from payees. Agency financial statements must be audited using accepted government auditing rules. If an agency has an Inspector General, that IG or an outside auditor chosen by the IG does the audit; otherwise an outside auditor chosen by the agency head does it. The auditor must send a report to the agency head and the Controller of the Office of Federal Financial Management. The Comptroller General may review those audits, report results to Congress, the OMB Director, and the agency head, and may audit the statements itself. For audits of fiscal years starting on or after October 1, 2009, an agency must reimburse the Government Accountability Office for its audit if GAO audited that agency in 2007. Agencies can also ask GAO to do an audit and pay for it, after consulting the agency’s Inspector General. Reimbursements go into a special Treasury account and are available as Congress approves.
