The Secretary must ask for proposals when needed about how to apply for grants, how to renew them, and when to suspend or refuse renewals. Applications must be in writing and will be reviewed. The Secretary must, as much as possible under the law, keep reporting requirements small and speed up renewal applications. The Secretary may study how well particular initiatives work and evaluate the program. The Secretary may share those findings with eligible state and local law enforcement, prosecutors, and the public.
