Defines key words used in the chapter. "Agency" means whatever title 5, section 552(f) says. "Core data elements" are the financial or management data points that are not tied to one program and that most federal award recipients must report. "Director" means the Director of the Office of Management and Budget. "Executive department" means what title 5, section 101 says. A "Federal award" is any transfer of value for a public purpose under U.S. law (including financial help, government facilities, services, or property), and includes grants, subgrants, cooperative agreements, or similar transactions, but it does not include ordinary government procurement or only things like direct cash to an individual, subsidies, loans, loan guarantees, or insurance. "Secretary" is the head of the standard-setting agency, and "standard-setting agency" is the Executive department named under section 6402(a)(1). "State" covers each State, the District of Columbia, every commonwealth, territory, possession, and each federally recognized Indian Tribe.
