If a local government gets money under this law, it must not keep people out of or treat them unfairly in its programs because of race, color, national origin, or sex. The rule also covers age (Age Discrimination Act of 1975), disability (section 504 of the Rehabilitation Act of 1973), and religion (Civil Rights Acts of 1964 and 1968). Those rules do not apply if the government proves by clear and convincing evidence that the funds were not used for the program in question. The Secretary must try to make agreements with federal and state agencies to investigate violations, say how they will cooperate (including sharing staff and resources), and require immediate notice to the Secretary when the United States or a state brings a civil rights action against a local government.
