The General Accounting Office Personnel Appeals Board may hear cases and order corrective or disciplinary action for many employee disputes. That includes appeals about removals, suspensions longer than 14 days, cuts in grade or pay, or furloughs of not more than 30 days; banned personnel or political practices; collective bargaining decisions and elections; labor-management complaints including banned labor practices; discrimination claims under certain laws; and staff issues the Comptroller General sends to the Board. The Board cannot issue a stay to stop a reduction in force. It may let one member or a small panel act for the whole Board. A member’s or panel’s decision counts as the Board’s final decision unless the Board reconsiders it by the 30th day after the decision is made. The Board must make rules for appeals consistent with sections 7701 and 7702 of title 5 and for its own procedures.
