Comptroller General may lease or provide space and services in the General Accounting Office Building to private people or any U.S. department, agency, or instrumentality on terms that protect the public interest. Rent must match the prevailing commercial rate for similar nearby space. Auditoriums, meeting rooms, and lobbies may be used for cultural, educational, or recreational activities (see section 3306(a) of title 40). The Comptroller General must consult the Administrator of General Services, give federal agencies priority, and put payments into a special account that may be spent, under annual appropriation Acts, to operate, maintain, protect, alter, or repair the building without fiscal‑year limits.
