The EPA Administrator can run research and give grants to states, cities, agencies, and people to develop and test ways to stop water pollution. Projects covered include fixing storm-sewer pollution, new and better wastewater treatment and water purification (including temporary new chemicals), joint treatment for municipal and industrial wastes, river-basin and nonpoint source controls, industry-wide pollution prevention methods, farm pollution controls, and new sewage solutions for rural or hard-to-serve areas. Grants must be approved by the right State water pollution control agency and by the EPA Administrator when required, and projects must serve as useful demonstrations. Federal grants for many projects may pay up to 75% of the cost. The law set aside $75,000,000 per year for each fiscal year ending June 30, 1973, June 30, 1974, and June 30, 1975; at least 10% of each year’s funds must be used only for agricultural and related projects. The EPA may also help pay operating and maintenance costs for projects that got grants before December 27, 1977, and may pay up to 100% of certain technical evaluation, outside training, and information-sharing costs for grantees who got an increased grant under section 1282(a)(2).
