A grant or contract under section 1259 can only be made after an application is sent to the Administrator at the times and with the information the Administrator requires. The application must describe the programs, activities, research, or development that the grant will support and how they relate to any program the applicant filed under section 1261. The application must also show how the applicant will control and account for federal money, and must promise to give reports, keep records, and allow access so the Administrator can check the reports. The Administrator must try to spread grants fairly across U.S. colleges and universities that look able to use the money well. Under the Administrator’s rules and the approved application, funds can be used to help pay students who are employed in connection with operating and maintaining treatment works, with the limits shown in the application. Federal departments and agencies are encouraged, when it makes administrative sense, to hire those students full-time, part-time, or temporarily, in either competitive or excepted service.
