Defines the key words used in the Act so people know what the law means. Administrator means the head of the Environmental Protection Agency. Ocean waters means the open sea beyond the baseline used to measure the territorial sea, as set in the Convention on the Territorial Sea and the Contiguous Zone. Material means any kind of matter or waste (for example dredged material, garbage, sewage, munitions, radioactive, chemical, or biological wastes, wrecks, sand, industrial or agricultural waste); it does not include sewage from vessels under section 1322, and oil is counted only if it is put on a vessel or aircraft for dumping. United States includes the states, the District of Columbia, Puerto Rico, the Canal Zone, U.S. territories and possessions, and the Trust Territory of the Pacific Islands. Person means private people or organizations and any federal, state, local, or foreign government body, and their officers, employees, or agents. Dumping means placing material into ocean waters, but it does not include certain regulated discharges of effluent, routine vessel discharges from propulsion or motor-driven equipment, building or placing fixed structures or devices for a non-disposal purpose when allowed by law, or depositing oyster shells or similar materials for fisheries when done under law or an authorized program. District court of the United States includes the district courts for Guam, the Virgin Islands, Puerto Rico, the Canal Zone, and, for American Samoa and the Trust Territory of the Pacific Islands, the U.S. District Court for the District of Hawaii. Secretary means the Secretary of the Army. Dredged material means material dug up from U.S. navigable waters. High-level radioactive waste means the liquid and concentrated wastes from the solvent-extraction stages used to reprocess irradiated reactor fuel. Medical waste means items like isolation wastes, infectious agents, human blood and blood products, pathological wastes, sharps, body parts, contaminated bedding, surgical and some lab wastes, dialysis wastes, and other medical items the Administrator may add by regulation. Transport or transportation means carrying and handling any material by ship, plane, or other vehicle. Convention means the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter.
