The Foundation must, as soon as possible after each fiscal year ends, send a report to the Senate Committee on Commerce, Science, and Transportation and to the House Committees on Natural Resources, Transportation and Infrastructure, and Energy and Commerce. The report must describe what the Foundation did that year and give a full account of money it received, spent, and invested, and it must list every grant made that year with the recipient, amount, and purpose. The law also says that if the Foundation does or threatens to do things that conflict with its stated goals, or if it refuses or fails to meet its duties under this law, other parts of the law apply.
